Also keep in mind yoy mentioned she has a ball there also her swim toy, this gives her a possession to worry about as well now when other dogs are around. I would suggest if you do play with her in the water let it not be when other dogs are around her with any toys. Remember toys shoild be our possessions, we take them out when we want to play and engage and we put them away when we are done with the game. She shouldnt have toys or posessions around the other dogs at the beach so make sure if you do want ti play with her in the water you start and end the game and dont play when the othet dogs are there. This will just give her an extra thing to worry over. If its notvthere she doesnt have to worry about another dog around it.
