    I start with the “establishing the relationship” section in the “aggression rehab section” (even though this is not technically an aggression case). Definitely wouldn’t go near a remote collar until the dog does a happy phase 1 recall and phase 2 recall. If you go to a remote without the dog wanting to go to you, you will get a dog that will do a “death march” recall. Basically I would slow down and not block any avoidance behavior (patience in the layer 3 section of the triangle). I would instead work on “establishing operations”. Control the dog’s environment so that food, affection, play will come from you. There is no better way to build trust than with patience. Rushing the situation will actually slow you down in my experience.
