The dogs have started a behavior (or been given the instruction to begin a behavior) their response is an action. The command is “heel” the foot work (slow step) or “no” is the conditioned punisher. The leg is not a cue to begin a new task.
The conditioned punisher only occurs after they have been given a command. It is part of a cyclical command structure.
