By training the dog to follow the leg in the heel and having the distance between the dog and your leg (1 full step) the leg becomes a condition punisher so they learn to follow if the leg slows they slow if it goes faster the dog moves faster. If the dog is not following that and needs a repeat in the command the dog may not understand the condition punisher for Heel. When you come to a stop do you have to repeat the command heel?
