    It is happening at times (at least by what you described) that her glands would normally express or be stimulated to express. After pooping, in public, and when she is aroused or just afterwards. It may not be that, but its an easy thing to look into. If its not, I would teach her (phases 1-3) a command to “leave it” instead of correcting the behavior, if an animal is chewing on a part of their body my go to is to look at why, inwardly, its usually related to some form of discomfort or anxiety.
