Fortunately, this will be a fairly easy thing to troubleshoot, but we will need some help so we can break it down.

For starters, make a simple profile for your dog on your profile.  Explain as much about him as possible, including what things he is fearful of.

Then let us know all your training goals.

There is a lot of good information in your post here that offers a lot for us to tweak and get much better results.  If you can fill out his profile (you can it leave private if you just want your friends to see it or leave it open if you want more and faster help from others), then let us know how you would categorize him on the leadership chart for each individual basic need, it will give us  a starting point:
