When you say he tries to be dominant with phase 1 obedience do you mean not willing to do the exercise?
If so I would look into what you are using to motivate him. If he is not willing to take high value food rewards, do training when he is hungry such as before meals, or feed him less at meal times so that you can feed the remainder of his calories during training sessions. Or perhaps he would be better motivated by a game of tug?
I would recommend getting him acclimated to a muzzle as soon as possible. You can use it for training sessions if needed in your interactions with him or for future training sessions in the presence of strangers in the home.Is he neutered ? If not I would recommend doing so.
