    Ok. Just wondering what circumstances you were dealing with specifically.
    Since dealing with children can clearly be more dangerous it must be a very cautious approach. If possible you could get children to walk by the fence while the dog is muzzled and leashed on the other side. That way its dual protection.

    The other way would be to be in a public area where dogs are allowed and children frequent. Keep a good distance and work the dog there. It is dofficult as you mentioned to have people volunteer their children. But since the dog just needs to tolerate them from a distance you might have the owner see if they could ask a neighborhood friend or relative ( since there will be leash , muzzle and fence present.)
