    You can train with positive reinforcement (our phase 1) with a regular harness, but if you want to train using any form of punishment to discourage behavior you can use the no-pull style harnesses and do a lot with them.  I typically do not use these harnesses because there is risk of chafing, but if used carefully they can be an option for a dog with a neck injury (cervical).  If the medical reason is due to the trachea then a properly fit starmark or prong collar works fine and generally doesn’t cause the problems of a regular flat collar or choker collar.  In the video you can see a no-pull harness being used and some other options.
