Hi David, do you feed him in his crate? Also is there option that you just closed him in the room not in the crate? Feeding only in crate might help to build good association with crate itself. You could for example feed him on the end of the day in crate and don’t let him out after, if he won’t go in- no food till next time. He is out of crate but closed in the room and hungry.
Border collies can be difficult to deal with, they like to use teeth and never hesitate to do it. I would have look at the dominance aggression blue print plus maybe ask question on Q&A?
Other thing, is he muzzle train? If yes I would start to put muzzle on him when he is out with you. No picking no eating, this way hopefully no guarding. Also good be train him with very good leave it.
